Rear Admiral Michael C. Bachmann is currently assigned as the Assistant Commander for Aviation Logistics. Prior to this assignment,
during the period from September 2001 through January 2003, he was assigned as the Commander, Naval Air Warfare Center Weapons Division with additional duties as the Assistant Commander
for Test and Evaluation, and, Shore Station Management.
Rear Admiral Bachmann graduated in June 1974 from the United States Naval Academy with a Bachelor of Science Degree in Aerospace
Engineering. He subsequently attained a Master of Science Degree in Systems Management, and, a Doctoral Degree in Psychology and Technology from the University of Southern California
during off duty hours. A graduate of the Naval War College, he was additionally awarded a Master of Arts degree in National Security and Strategic Studies in 1990. A member of the Navy's
Acquisition Professional Community, he is fully certified in both the Program Management and the Manufacturing, Production & Quality Assurance Career Fields. He also has proven
subspecialties in Information Systems, Logistics, and Training Systems.
Rear Admiral Bachmann has acquired extensive acquisition and logistics management experience through a wide variety of afloat,
shore-based and joint duty assignments. Upon graduation he was initially assigned to NAS Memphis to attend the Aerospace Maintenance Duty Officer curriculum and was subsequently designated
as a member of the Aerospace Engineering Duty Community. Rear Admiral Bachmann has completed various fleet tours including ship company sea duty assignments onboard USS Ranger (CV-61),
USS New Orleans (LPH-11), and USS Enterprise (CVN-65), and, assignments at Naval Air Station North Island and the Commander Naval Air Forces Pacific staff.
Upon graduation from the Naval War College in 1990, Rear Admiral Bachmann was assigned to the Naval Air Systems Command as the Deputy
Director for Aviation Logistics Information Systems. He was subsequently assigned to DOD's Joint Logistics Systems Center, WPAFB Ohio, as the DOD Major Program Manager for Engineering and
Technical Data, an ACAT I Program. On 7 December 1993, Rear Admiral Bachmann was assigned as the Director of the Joint Depot Maintenance Analysis Group. Under the direction of the Joint
Logistics Commanders he provided technical support in Joint Depot Maintenance business planning, technology and environmental exchange initiatives, policy assessment, and interservicing
studies for the Army, Air Force, Marine Corps, Navy, and Office of the Secretary of Defense.
Rear Admiral Bachmann assumed command of the Space and Naval Warfare Systems Command's Naval Tactical Command Support System (NTCSS) on
17 November 1995. NTCSS, a Department of Defense (DOD) Major Automated Information System Review Council (MAISRC) program, was selected into the Secretary of the Navy Acquisition Hall of
Fame in April 1998, nominated for the Office of the Secretary of Defense (OSD) Packard Award, and awarded the OSD Certificate for Acquisition Excellence. During this period Rear Admiral
Bachmann was additionally assigned as the Acting Director of Information Support Systems (PD 15) responsible for the oversight of systems including Defense Message System, IT-21, Base
Level Information Infrastructure, Theater Medical Information Program, Common Products Programs, and Navy Standard Integrated Personnel System. During the period from August 1998 through
June 2000 Rear Admiral Bachmann was selected and assigned to the Chief of Naval Operations, Air Warfare Division, as the Head, Aviation Maintenance Programs responsible for the execution
of Future Year Defense Plan accounts in excess of $18B for the advancement of Naval Aviation combat readiness. From June 2000 through August 2001 he was assigned as the NAVAIR Executive
Director for Aviation Depots.
His personal awards and decorations include the Legion of Merit (Fourth Award), Defense Meritorious Service Medal, Meritorious Service
Medal with Gold Star, Navy Commendation Medal with Gold star, Joint Meritorious Unit Award, Navy Battle Efficiency Award (two awards), National Defense Service Medal (with Service Star),
Armed Forces Expeditionary Medal, Sea Service Deployment ribbon (with 3 Service Stars), and Rifle and Pistol Medals. He is a member of the U.S. Naval Institute and the Naval Academy
Athletic Association. |
