An Appraisal of Small and Medium Scale Enterprises' Immersion into RCM Concepts and Practices in the Philippines

This presentation will delve into the coping processes of small and medium industries of the Philippines with the demands of reliability philosophies and practices established internationally. The majority of the Philippine economy depends upon SMEs' without the SMEs' knowledge. In areas of manufacturing, trading, and services these prime movers of the economy survive using makeshift systems that work for them. The question now lies on whether their full potentials as business entities are realized with their makeshift systems of survival. Reliability Centered Maintenance (RCM) concepts and practices are mostly new and alien ideas to these SMEs'. Though effective in other industrialized countries, its applicability to the Philippine SMEs' has yet to be proven.

Toribio Noel L. Ilao is currently the President/CEO of ilaw konsult Corporation, i-konsult, whose main services include training, implementation and facilitation of Asset Management and Risk Management. Their programs incorporate Reliability Centered Maintenance, Total Productive Maintenance and specific applications of Preventive Maintenance, Predictive Maintenance and Proactive Maintenance. Noel’s experiences in implementing international asset management and risk management programs were with Tagg Enterprise Applications Management Corporation (TEAM) where he was Vice President for Operations for Asia Pacific until 2004. He spearheaded the setting up of its Philippine corporate office, its business expansion, partnerships and opportunities in the Philippines and the Asia Pacific.
