Modern Methods for Reliability Growth Management

Studies show that the basic reliability tasks typically implemented on a development program often result in a design in which the initial reliability is below expectations. This tutorial presents data that measures the inefficiency of the basic reliability tasks and discusses reasons for this shortfall. A modern reliability growth management approach currently being applied by the U.S. Department of Defense and industry for increasing the initial reliability through more effective management and design reliability tasks is discussed. This tutorial also presents practical, state-of-the-art methods and models for addressing reliability growth test data in order to avoid pitfalls and provide appropriate and realistic information to management. These proven reliability growth design and test methodologies provide management and designers with early alerts on design issues affecting reliability and provides metrics indicating the corrective actions required to meet requirements. These methods will be illustrated by actual applications and examples.

Dr. Larry H. Crow is president of Crow Reliability Resources, Inc. Previously Dr. Crow was VP, Reliability & Sustainment Programs, at the Illinois Institute of Technology Research Institute, which became Alion Sciences. From 1985 to 2000 Dr. Crow was Director, Reliability, at Bell Labs Advanced Technology Systems (later named General Dynamics ATS). From 1971-1985, Dr. Crow was chief of the Reliability Methodology Office at the US Army Materiel Systems Analysis Activity (AMSAA). He developed the Crow (AMSAA) reliability growth model, which has been incorporated into US DoD handbooks, and national & international standards. He chaired the committee to develop Mil-Hdbk-189, Reliability Growth Management and is the principal author of that document. Dr. Crow is a Fellow of the American Statistical Association, and the Institute of Environmental Sciences and Technology. He is a Florida State University Alumni Association Distinguished Alumnus and the recipient of the FSU “Grad Made Good” Award for the Year 2000, the highest honor given to a graduate by Florida State University.
